Abstract
|
Child poverty is analysed with respect to deprivation. By applying a comparative perspective, the paper contributes with new evidence about child deprivation for the countries in the European Union. Specific deprivation items as well as summary measures are discussed and applied. Static and dynamic approaches are followed in the analysis of deprivation incidence, intensity, and persistence over time, and duration. It is found that across the analysed countries, children are generally worse off compared to adults, both during a single year and over time. Furthermore, deprivation partly varies positively with per capita GDP, suggesting a common European deprivation standard against which individuals in all member countries compare them selves. Finally, it is estimated that closing the children-adult deprivation gap with income transfers may be costly in some countries. Data are from the European Community Household Panel and covers the years from 1994 to 1998. |
